Martin Maltais has both an entrepreneurial and a research profile. The combination of these two expertises make him the precious advisor of many businesses and individuals, from various sectors and countries, seeking to optimize the development of their business projects. University Professor in the field of Finances and Policy in Education at the University of Quebec in Rimouski (UQAR), he has been First Advisor to the Minister of Higher Education, Research, Science and Technology, in Quebec. During his tenure, he has mainly contributed to driving the Summit on Higher Education and the National Policy on Research and Innovation (PNRI). In addition to participating in the creation of STRATEGEUM, he has founded and managed businesses specialized in investment and content production.
After studying in Biophysics, Martin Maltais obtained a Bachelor’s Degree in Teaching of Physics and Chemistry from the University of Quebec in Trois-Rivieres (UQTR). He then completed a Master’s Degree in E-Learning at the Tele-university (TELUQ). In 2012, he completed a Ph.D. in Management and Evaluation in Education at Laval University. During the course of his third cycle, he has been Visiting Academic at the University of London in the United Kingdom. He has also established solid collaborations in France. He has taught at various levels and in many regions of Quebec and still promotes e-learning, in Canada and internationally (Africa, Haiti). He is a member of the Interuniversity Research Center on Science and Technology (CIRST), of the Scientific Committee of the National Optics Institute (INO), of the Board of Directors of UQAR and of the Governors Assembly of the University of Quebec network.
